Horse Tethering

now it's not all that common when I make a petition but when it's for an animal's welfare then I am more than happy to do so

tethering horses in the uk isn't illegal but when you look at the photos of the horses they look sad depressed normally shaking cold.  below is some photo of horses being tethered.
